It can be acquired by bumping into a stack of blue tires in the hidden area (Panorama Avenue) at the Mount Panorama Racing Circuit, just behind the first barrier (the barrier after the pedestrian bridge with a Pedigree billboard). The video below shows the location of the hidden tire stack.
